NDMC goes whole hog to increase revenue

North Delhi Municipal Corporation [NDMC] has decided to prepare a database of all the revenue resources, including properties, markets, shops and licensing in its area, to increase its revenue collection.

None of the three corporations, so far, have a data pool of the revenue resources in their area.

‘We will prepare an extensive database of all the revenue resources of NDMC at the earliest,’ said P K Gupta, Commissioner of NDMC. A special session of the house was called to discuss the financial crisis of the corporation and measures to increase the revenue of NDMC. In a recent survey, NDMC has identified around 300 major properties in its area that could be taxed.

Starting the debate, the chairman of the standing committee, Yogender Chandolia, asked the officers to make a sincere effort to collect the present taxes to the fullest extent. ‘If entire resources are used at its fullest strength, the tax collection of NDMC could be Rs 4,800 crore. NDMC has so far collected around Rs 100 crore in the first quarter of the current financial year,’ said Chandolia.

NDMC could benefit by the regularisation of unauthorised constructions and floor-wise regularisation, by charging Delhi Jal Board and Discoms commercial rate property tax, charging rent if they use corporation land, regularisation of the corporation non residential properties allotted on rent or lease, issuing of trade licenses in the special area zone, issue of factory and health licenses and recovery of arrears in respect of property tax and dues from the government. Chandolia has stated that there are nearly Rs 500 crore arrears pertaining to the property tax and only 40 per cent properties may be under the tax net. By proper management and additional income of Rs 800 crore can be achieved.

Mahender Nagpal, leader of house, suggested that the corporation should make proper records of the all the collections and make proper arrangement to cross check the revenue share given by Delhi government and other authorities.

Mukesh Goel, leader of the opposition, pulled up the corporation for not implementing the earlier decision and asked to plug the corruption, which is plaguing the corporation. The councillors also emphasised on making the licensing process easier and user friendly, organise license camps, regularise hawkers, and use vacant lands to increase the revenue.
