MCD doing nothing to keep the city clean: HC

A bench of acting chief justice BD Ahmed and justice S Mridul made the observation, while hearing a plea by some hawkers of Okhla Industrial Area here who have alleged they were being harassed by civic bodies and police in violation of the court’s earlier order.

‘We want MCD to clean up every piece of garbage from every part of Delhi. MPs and MLAs get blamed for it (lack of cleanliness) but it is MCD’s job. MCD is doing nothing’, it observed. The court also joked that the civic body should employ its ghost employees to clean up the city.

The court was referring to the issue of there being ‘ghost’ employees in MCD who were shown on the payroll but did not exist in reality and money was being allegedly siphoned off on the pretext of paying such workers.

On being questioned as to how the MCD dealt with problem of ‘ghost employees’, the civic body said it has implemented the biometric system of attendance and payment is made according to that.
In the instant case, the bench observed the whole area, where the hawkers work, is to be cleaned as it is filthy and the MCD is doing nothing. It directed the MCD to file an affidavit indicating what all constructions it intends to carry out in the area.

‘It (MCD) shall also indicate the measures adopted by it to remove garbage (from the area) and their plans with respect to fumigation’, the court said and sought a status report regarding the problems raised by the hawkers and listed the matter for further hearing on 16 April. Delhi police was also asked to file a status report by then.

The hawkers, represented by advocate Indira Unninayar, claimed before the court that they only want to do their vocation with dignity. She also submitted the whole area is filthy and full of mosquitoes and requires cleaning as well as fumigation. Unninayar also said the area needs garbage disposal as well as toilets for hawkers as well as the general public.

Meanwhile, MCD submitted it intends to clean up the place and build toilets. To this, the bench responded build it. ‘What is stopping you? Show us what construction you intend to do. Show us and we will approve it if its required’, the court asked.
