Update: 2014-07-29 00:55 GMT
The victim, Soijamuan Phiamphu (40), lives with his wife and two children in a rented accommodation in Nathupur village on Delhi-Gurgaon border. He works as a driver in a private firm and has been living there for the past four years, said a police official.

As narrated by a police official, the accused – Sujit Kumar (24) and Ajit Kumar (23) – barged into the victim’s apartment at 11pm, on Sunday and allegedly thrashed him severely. His wife rushed him to the nearby Neelkanth hospital. Later, she also informed the police about the incident.

The official further said, both the accused hail from Muzaffarpur in Bihar and they work as welding labourers in Gurgaon. ‘This incident is a result of a tiff between two neighbours. The victim’s statement has been recorded and it has been found that he had assaulted the accused duo too,’ said Rao Dalbir Singh, Assistant Commissioner of Police (DLF). While Sujit has been arrested, his brother Ajit is still on the run.

According to eyewitness’ account the tiff started when Soijamuan asked Sujit not to roam around wearing underwear, as it was indecent considering the fact that his family lived next door. This agitated Sujit and he barged into the victim’s apartment with his brother Ajit and started beating him.

Both accused have been booked under section 324 (causing hurt by dangerous weapons or means), 452 (house trespass after preparation for hurt), 506 (punishment for criminal intimidation) and 34 (acts done by several persons in furtherance of common intention) of IPC, the official added.
Bruce K Thangkhal, media in-charge, northeast support centre (NESC) and helpline said: ‘This is not the first time that such an incident has occurred.

‘Many people from the northeast have been assaulted in the past. This is the second such incident in the area within a month. There are no CCTVs installed in the area even though several people from the northeast stay in Nathupur and Sikandarpur villages.’
