M S Sahoo, a fellow member of the Institute of Company Secretaries of India (ICSI) has been appointed ICSI secretary with effect from January 1, 2013. An Indian Economic Service officer (1985 batch) for 22 years, Sahoo has served with the Union government in various capacities.
He has also worked in the private sector and with regulators. The fields he has been involved in include reforms, policy, regulation, and research & analysis.
Before joining ICSI, he was a practitioner in securities law. From 2008 to 2011, he was a whole-time member of the Securities and Exchange Board of India (Sebi).
Prior to that, Sahoo served as joint secretary (non-functional), director and joint director with the Ministry of Finance, chief general manager (CGM) with Sebi, and economic adviser with the National Stock Exchange of India Ltd (NSE).
He also played a key role in the designing of major reforms in the securities market including dematerialisation of securities, derivatives trading, exchange corporatisation and demutualisation, regulatory & market infrastructural institution building, and enforcement process/ actions.
Sahoo was instrumental in the development of human resource capacity in the securities markets through various interventions such as the National Stock Exchange of India Ltd’s Certification in Financial Markets (NCFM), National Institute of Securities Markets (NISM) and several reputed publications.
He has served as member of several expert committees, boards and professional groups. Sahoo has also written over 100 articles, including half a dozen award-winning ones in 'Chartered Secretary'. He holds an MA in Economics, M Phil, LLB, FCS and PGDM.
