‘LG not clearing proposal to regularise 17k guest teachers’

The Aam Aadmi Party (AAP) on Tuesday accused Lieutenant Governor Najeeb Jung of acting like a puppet to the Centre. AAP alleged him for not clearing the Delhi government’s proposal to regularise 17,000 guest teachers in state-run schools at the behest of BJP. The party also accused BJP of trying to implement anti-people Gujarat model by not regularising teachers on contract and not allowing LG to take any decision on this matter.

Deputy Chief Minister Manish Sisodia, who also holds the education portfolio, had written to Jung about this issue. Senior AAP leader Ashutosh, said: “The LG is the Centre’s representative and does not take any decision without their consultation.

The BJP-led Central government is not interested in letting him clear the proposal. He is delaying the case since January, he has no right to delay the matter by raising legal queries as this is a Supreme Court order. We demand that the proposal should be cleared without any changes.”

Citing the Supreme Court order on Umadevi Vs the State of Karnataka, Ashutosh said: “As per the proposal, guest teachers will be given priority while applying for permanent jobs. They will be also given priority on the basis of their experience, exams and age.” He added that the Centre is trying to implement the Gujarat model as over two lakh contract teachers are yet to be made permanent in
the state.

Whereas, sources from the LG Office says that the government had sent the proposal to the LG Office on April 28 and it has been sent to the Additional Solicitor General for legal advice after consultation with deputy Chief Minister Manish Sisodia.

Dilip Pandey, convenor of the AAP’s Delhi unit said BJP was playing “dirty politics” over the issue and it should instead get the proposal cleared from the LG. He said guest teachers had played an important role in holding summer camps organised by the Delhi government.
