Update: 2012-11-21 23:15 GMT
The much anticipated  Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill 2012, which had been in tangles since it was introduced in the Parliament last year, might finally be tabled in cabinet. 'The bill is finalised, it is going to cabinet shortly,' said Rural Development Minister Jairam Ramesh.

One of the major amendment in the bill is that the consent clause which had been diluted to 67% has been raised again to 80%. The GoM had diluted the consent required to acquire land for private projects and public private projects from 80% to 67%. However, later reservations were expressed by Sonia Gandhi against GoM's proposal and the increase in percentage now is being attributed to the intervention of Sonia

The other major change that has been incorporated in the bill in view of the next general election is that, any land which had been acquired and had remained unutilised for a period of five years  now can now be given back to the original land owner or to the land bank.
