Contrary to expectations, the union health ministry has appointed Manoj Jhalani, a joint secretary in the ministry of health and family welfare, as new chief vigilance officer (CVO) of All India Institute of Medical Sciences (AIIMS). Sources in the ministry said that the chances of Dr Vinod K Paul of becoming new CVO of the premier institute was very bright but somehow, it couldn’t happen. Paul is professor and HoD of pediatrics department at the institute.
‘In continuation of this Department’s Office Memorandum dated 14.8.2014... the matter has been examined and with approval of Union Health Minister, it has been decided to assign the charge of CVO AIIMS, New Delhi to Joint Secretary and CVO, Ministry of Health and Family Welfare for another three months with effect from 13.11 2014 or till regular order, whichever is earlier,’ said a letter from the health ministry.
The post of CVO fell vacant following the repatriation Vishwas Mehta, a 1986-batch IAS officer, to his home cadre. Mehta was appointed CVO following the removal of controversial whistleblower Sanjeev Chaturvedi from the position. Chaturvedi’s tenure was to end only in 2016 but was removed midway by then Health minister Harshvardhan on the recommendation of party colleague JP Nadda, who now heads the ministry. Nadda in his letter recommending removal of Chaturvedi has batted for Paul as the CVO.
