If you are living in Delhi and having been running from pillar to post for essential public services, you can heave a sigh of relief. The Delhi government plans to set time frames for the delivery of 214 more public services.
Two years ago, 116 services offered by 24 departments were made time-bound. The proposed increase is likely to go a long way in ensuring that make Delhi becomes a citizen-friendly place.
Delhi Right of Citizen to Time Bound Delivery of Services Act 2011, prescribes penalties for officers who harass the public with delays. Applicants who have been harassed in the process of claiming these services are entitled to compensations.
Some of the important services that will be made time-bound include issuance of FIRs, mutation of property by the municipal corporations, removal of obstructions from roads and replacement of manhole covers in New Delhi Municipal Council areas.
Reports suggest that over 60,000 service requests had passed the service delivery time frame. Of the 82 lakh people who applied for services since the law came into force, 4.58 lakh are eligible for compensation. However, nobody has claimed the money, reflecting people’s lack of awareness.
Applicants are entitled to a compensation of Rs 10 for every day the service sought is delayed, but the total payout cannot exceed Rs 200. This amount is deducted from the salary of the official at fault.
The move to add 214 services to the list has received approval from lieutenant governor Najeeb Jung. Trial phase will begin once the departments are able to upload their data to the platform. Time frames for different services are being finalised. For example, transport department proposes to issue all categories of bus passes for students, physically disabled and senior citizens in one day. The higher education department may agree to issue provisional certificates and character certificates within seven days. Pension for elderly, widows and people with disabilities may be sanctioned within 15 days, and cops may have to provide no-objection certificates for passport verification in 20 days.
