Grants passed amidst UP assembly walkout

Amid walkout by the main opposition party BSP,  the Uttar Pradesh assembly on Tuesday passed the first supplementary budget and the related appropriation bills to the tune of Rs 5861.29 crore.

In the absence of Chief Minister Akhilesh Yadav, who also holds the Finance portfolio, state Parliamentary Affairs minister Mohammad Azam Khan piloted the supplementary budget proposals which was passed through voice vote.

Leader of the opposition and BSP member Swami Prasad Maurya opposed the budget claiming that when the government was yet to release the funds of the budget passed in June last what was the need for a supplementary one.

‘The development is zero in the present regime. The government calls itself as pro-farmers but is yet to announce the cane price,’ he said.

Later the BSP members staged a noisy walk-out of the house.

BJP legislature party leader Hukum Singh alleged that the supplementary budget is just meant for the development of Saifai, Mainpur, Etawah and Kannauj while the other parts of the state are neglected. ‘The supplementary budget proposed just Rs 2 crore for a population of 5 crore people of 16 districts of westernUP Rs 25 crore has been given to Saifai just for sports promotion,’ he said.

Singh also questioned why the government was giving Rs 30,000 to the muslim girls while ignoring the girls of other community.

However, Khan replying to the debate said that the Samajwadi Party government has only concentrated on development and not given funds on statues and memorials like the previous government. He also defended the funds given to the muslim girls and for development purpose in Etawah, Saifai,Kannauj and Mainpuri.

‘The Muslim girls were given as per the Sacchar Committee recommendations to promote them in education.

The area of Etawah, Mainpuri and Kannauj has been in the focus as they were ignored during the BSP regime,’ he claimed.

In the supplementary budget ,the state government has given priority to the agriculture, education, social welfare, sports, judiciary, medical health and Kumbh Mela in the supplementary budgetary proposals for which a major portion of the funds have been earmarked.
