Garbage disposal: SDMC comes up with novel method to punish pvt contractors

In a decision to bring private garbage lifting companies in line, the standing committee chairman of South Delhi Municipal Corporation (SDMC) Satish Upadhayaya has constituted a task force, which would lift garbage and send the bill to the concessionaire, as per market rates. The corporations, so far imposed fine on the concessionaire if the garbage is not lifted on zero garbage hour.
The proposal was brought up during the recently held standing committee meeting of SDMC and within a week it will be implemented.

Out of four zones, SDMC has outsourced the work of garbage collection to private concessionaire in three of its zones. The corporation imposes a penalty on private concessionaire, if the garbage is not collected on time. However, it was found that imposing penalty was not working for corporation as the contractor would still not get the job done.

‘We had observed that imposing penalty on private contractor was not effective as the garbage would still lie there, causing inconvenience to public. We can’t just wait for them to lift garbage. Therefore we arrived at the decision that the corporation would remove the garbage at its own cost if it is not removed by the contractor. The cost of garbage collection along with the penalty will be reimbursed by the contractor later’, informed Upadhyaya.

He also added that the ‘alternate arrangement’ will silence the critics who say that corporation can’t do the job of garbage collection on its own. ‘The facility will work as an alternate arrangement for garbage collection. Also, it will send a positive message to the general public that the civic body is capable of doing its job’, he added.
