According to civic body sources, engineers of the municipal corporations in the city are not trained and equipped to prepare design for water harvesting system. This is the reason why funds allocated for installing water harvesting systems lapse every year.
‘Engineers of the corporation posted in the wards are not trained to prepare the design for and install water harvesting systems,’ said Farhad Suri, leader of opposition in South DMC.
The civic body has allocated Rs 5 crore to install water harvesting systems in its area with the approval of the councillors. ‘Water logging which is a tragedy for residents will become a boon if the water harvesting systems are installed at low-lying areas and parks,’ added Suri.
Surprisingly, the erstwhile Delhi Municipal Corporation (DMC) had also allocated Rs 5 crore for constructing water harvesting systems in the city.
As per the project, ward councillors would recommend a proper place for the water harvesting system and a design would be submitted by junior engineers for the same. But not even a single water harvesting system has been installed in the city in the past two years after the budgetary provision was made.
South DMC had also allocated Rs 5 crore for the project in 2012-13 but the entire money lapsed as no project report was submitted from any of the 104 wards of the corporation.
A similar budget allocation was made in North DMC but the funds remained unutilised. ‘The councillors also lack will power to use the fund. They can hire private consultants from their councillor fund to prepare the design,’ said Subhash Arya, leader of house in South DMC.
He is the only councillor of the 272 councillors in the city who has installed a water harvesting system in the area.
The budget of East DMC also collapsed completely.
‘The sanitary department is unable to clean the clogged water harvesting systems installed by other government agencies in the city. The workers here, have a fear of snakes in the well and asked us to call snake charmers before cleaning it,’ added Suri.
