Delhi’s interim budget hangs in balance

However, the proposal was not passed by Parliament due to the chaos on Telangana issue. The Vote on Account has been sent to Parliament since Delhi assembly is under suspended animation.

What complicated matters is that Friday will be the last day of the current assembly session. Sources in Delhi government said that the interim budget has an outlay of about Rs 18,000 crore.

‘Last year, the total budget of Delhi for the financial year of 2012-2013 was Rs 37,000 crore, out of which Rs 17,000 crore was kept for unplanned budgetary allocations. It is understood that for next six months, the government has prepared a budget of about Rs 18,000 crore,’ said a source.

The interim budget also includes the expenditure on the proposed Mahila Suraksha Dal (MSD), regularisation of contractual jobs, subsidy on water tariff and other major decisions taken by the former Aam Aadmi Party (AAP) government.

The L-G has also directed the officials of VAT, excise and other revenue departments to improve collections till 31 March. If the Vote on Account gets delayed and not passed by Parliament, the LG may forward the budget to the President through Union Home Ministry seeking an Ordinance on the same.

‘As the president’s office disapproved the idea of passing the budget by Ordinance route it directed the Delhi government to bring the Vote on Account and get it passed through Parliament by Friday that is the last date of the 15th Lok Sabha session,’ sources said.

Govt to continue MLA Local Area Development scheme

Delhi government has decided to continue the MLA local area development (MLALAD) scheme that entitles every MLA to Rs 4 crore annually for development work in his constituency. According to sources, provisions for MLA funds entitling each MLAs Rs 2 crore as per the scheme for six months will be laid down in the government’s Vote on Account that will be placed before Parliament on Friday. The former government earlier had announced scrapping of MLA funds citing misuse of money and had said that the money would be routed through the mohalla sabha’s across the city.
