New Delhi: An audit on Delhi shelter homes by Tata Institute of Social Sciences (TISS) Koshish has shown that only 47 per cent of shelter homes in the Capital are running with a valid license, while 25 per cent are waiting for their licenses to be renewed. Commissioned by the Delhi government and the Delhi Commission for Women (DCW), the audit report was submitted to Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia, after which the CM has directed the concerned departments to address issues brought up in the report within seven days.
TISS Koshish is the same organisation which had exposed the horrific Muzzafarpur shelter home tragedy in Bihar where cases of rapes and murder of girls were reported. Chief Minister Arvind Kejriwal and Deputy Chief Minster Manish Sisodia had requested
DCW to engage in an external and independent agency like the TISS Koshish to conduct this audit.
A team from TISS led by Md Tarique visited 83 shelter homes being run in the Capital both by government as well as by NGOs. The methodology was approved by DCW and the audit involved both qualitative and quantitative measures to present a fair image of the present scenario.
It was also found that staff appointment was low in the shelter homes and various positions were vacant. The report also pointed out several good practices in shelter homes like, 85 per cent of the shelter homes had recreation rooms for activities.
"I am happy that the Delhi Commission for Women chose TISS Koshish to conduct the social audit and they have completed the exercise and come out with its findings in form of a detailed report," said Chief Minister Arvind Kejriwal.
