The Delhi Commission for Women (DCW) has summoned Delhi Police for alleged inaction in a complaint of sexual harassment at a beggar home by an Uzbek woman.
The women's body had issued a notice to Dwarka SHO after DCW chief Swati Maliwal had met the woman on January 4 during a surprise inspection who had complaint of sexual assault. The woman, who has been at the shelter since December 15, has alleged that she was "sexually assaulted" by a police officer posted in the Foreigner Regional Registration Office (FRRO) prior to her arrival at the home.
It is also important to note that no FIR has been registered yet despite Commission's earlier notices to the Commissioner of Police in this regard.
Further, the Commission took strong note of the fact that despite the passage of over one month, the sought information has not been provided.
Considering the Uzbek woman's case, Maliwal recommended that the department should immediately, in consultation with all stakeholders,
develop detailed standard operating procedures to run the home. Also, proper mechanisms should be instituted to ensure that allegations of cognisable offences, if any made by the detainees, should be immediately reported to the Delhi Police. The Commission has summoned the SHO to produce a reply to its notices. DCW has also sought a proper explanation for the unreasonable cause of delay in furnishing the information in the case.
The SHO has been summoned to appear before the Commission on February 21.
