DUTA passes resolution over regularisation of long-serving temporary faculty

Delhi University Teachers' Association's (DUTA) has passed a resolution on the issue of regularisation/absorption and permanent appointments of long-serving ad hoc teachers and temporary teachers. The DUTA executive recognised the fact that any attempt to delay the appointment procedure due to court intervention would be detrimental for the long-time sufferers.

The association's arduous struggle and continuous efforts have successfully highlighted the plight of nearly 4,500 ad hoc teachers.

"A way has to be found to make the teachers regular and give the long serving ad hoc teachers permanent appointments," said Nandita Narain, president, DUTA.

The Delhi High Court on Thursday ordered DUTA to carry out and complete the process of making permanent appointments in a time bound manner. DUTA's demand on the permanent appointment resolution calls for scrapping of screening criteria so that all candidates – who have worked as temporary or ad hoc teachers in the University — can be called for interviews. It has also demanded regularisation of selection of teachers who have worked in temporary or ad hoc capacity for long periods, and formation of a single application procedure so as to make the process applicant-friendly.

The association also said that as per the Executive Council resolution, publications by Assistant Professors — which DUTA has already accepted — should be exempted from the requirements of Academic Performance Indictors (API) scores for direct recruitment of Associate Professors and Professors. Further, DUTA reiterated its demand that the selection of teachers – who have served for a long period or were displaced for different reasons – by a duly constituted selection committee by regularised, in accordance with a lawful reservation roster.

The Association further resolved to take up the issue of withdrawal of retrospective application of API scores in the University, non-resolution of pension cases of teachers and regularisation of long serving teachers awaiting permanent appointments with the Ministry of Human Resources Development and the University Grants Commission. It also asked the University to take urgent measures to ensure that appointments are made as per the Department of Personnel and Training roster.
