Gurugram: The Department of Town and Country Planning (DTCP) is planning to take over the projects of nine builders that have defaulted on the payments. To prevent a situation wherein the builders who have defaulted on the payments, the DTCP has begun the process of making a note of these builders.
Significant information including details of Aadhar and PAN card, passport are being obtained to prevent any eventualities of builders leaving the country. A recent RTI had revealed that in just March 2017 to March 2018 the pending External Development Charges increased from Rs 13,855 crore to Rs 15,250 crore. Moreover, in the four years of Chief Minister ML Khattar's government, the pending EDC dues have increased to Rs 6198 crores. 70 per cent of the builders who are defaulters have their projects in Gurugram.
Most of the new projects in Gurugram lack proper roads, power connections, and sewage facilities. The main reason cited for lack of social infrastructure is the huge EDC amount that is unaccounted for. Taking strict stance even the Punjab and Haryana High Court had directed the State Government to make builders pay the pending amount so that it can be used for the welfare of the homebuyers. Subsequently, the Haryana Government has created various leeways for the builders to pay the amount. Yet, the move has not succeeded.
Now the DTCP is preparing the list of builders so that cash in on their bank guarantee estimated to be of Rs 1627 crores can be seized.
