GMDA yet to be constituted, may be after Assembly's Monsoon session

The Gurugram Metropolitan Development Authority (GMDA) on Thursday again missed its deadline as its bill could not be passed in the special session of Haryana assembly owing to certain technical issues.
Even though over nine bills including the GST bill were passed by the Haryana government on May 4 assembly session, uncertainty has again crept in of when the centralised body will begin to function as the GMDA bill was not passed.

Though Haryana government plans to bring in the GMDA though acts of the ordinance, certain sources have also indicated that the GMDA has been now deferred to the Monsoon session of the assembly.
"The Haryana government is adopting systematic approach towards implementation of GMDA and therefore it is taking time. Taking into consideration that the formation of GMDA will lead to great change in the administrative functioning of the city, the government does not want to rush into things in respect to GMDA," said Rao Narbir Singh, Cabinet Minister in the Haryana government, who is also the proponents of the development authority.

While the functioning of GMDA still remains uncertain, the officials have begun preparation over GMDA.

Besides scouting for locations of the office, the officials are also involving the citizens in the city to design the logo for the body.

Once formed, the centralised body will be accountable for infrastructural developments in the city like development and maintenance of land records, road networks, drainage systems and the horticultural projects.
The centralised body will also be accountable for the collection of External Development Charge builders and utilise it for the civil maintenance projects in the Millennium City.

Various challenges and dissent over the formation of the body have prevented the formation of the body in the past.

A major challenge has come from the workers from Haryana Urban Development Authority, whose certain functions is expected to be taken over by GMDA.
