After Congress won the 2008 Delhi Assembly polls, riding high on the popularity gained from the distribution of provisional certificates to the residents of 1,634 unauthorised colonies, the Delhi government is attempting to repeat the same success formula ahead of the polls due in November, 2013. Delhi government is all set to woo residents with a move to regularise both unauthorised, as well as affluent colonies.
Delhi Cabinet on Thursday decided to seek the Union government's permission to carry out developmental work in those unauthorised colonies which fulfil the condition of having more than 50 per cent built-up plots. The state government has also agreed to the Union government's proposal to regularise affluent colonies and has also given its nod to a scheme for conferring ownership rights in resettlement colonies. Chief minister Sheila Dikshit, who has just been discharged from hospital following a minor surgery, presided over the Cabinet meeting that was held at her residence.
While briefing the media after the Cabinet meeting, Dikshit claimed that her government is committed to regularising all unauthorised colonies and to carrying out developmental work in those colonies, in order to improve the standard of living of the residents. The colonies were considered for regularisation based on the criterion of minimum 50 per cent built-up plots as on 2007. The remaining 450 colonies which didnot fulfil the condition then could not be considered, as built-up percentage of plot varied from 10 per cent to 45 per cent, though, the colonies have now become eligible for consideration as the percentage of built-up plots has crossed 50 per cent and is touching around 90 per cent in such colonies. The 450 colonies were also not eligible for developmental works to be undertaken by the government agencies. The city government would now take up the issue with the Union government to seek permission for carrying out developmental works and regularisation of these colonies as per existing guidelines. Further, the Cabinet has expressed its agreement with the contents of the Cabinet note of the Union government on regularisation of the affluent colonies. Delhi government wants the Union government to define 'affluent Colonies' before it can regularise illegal affluent unauthorised colonies like Sainik Farms, Mahendru Enclave and Anant Ram Dairy.
Dikshit further stated that the issue of grant ing ownership rights in 45 resettlement colonies developed from 1950 onwards by the DDA/government of India for relocation and resettlement of occupants of slums & JJ colonies has been awaiting finalisation of a proper scheme.
It may be recalled that around 2,50,000 plots measuring from 25 to 80 sq. yard were allotted on license basis. The city government had approved a proposal to grant ownership rights in such colonies which has already been concurred to by the Union government. The city government after careful consideration has decided to implement the scheme at the earliest.
