Delhi budget futuristic & visionary, says Kejriwal

The Chief Minister termed the first budget of his government as ‘futuristic’ and ‘visionary’ as it makes investment in education, health, skill development besides ensuring basic facilities and ‘ease of doing business’ for entrepreneurs. 

“We are working on <g data-gr-id="73">information-based</g> module and collect monetary information from multiple sources. It will be <g data-gr-id="72">real</g> deterrent for tax evaders,” said the Chief Minister on the first budget of his government. He further added that the ‘raid based’ system is highly prone to corruption. Taking a jibe at the Prime Minister on black money, Kejriwal said: “Some promise to bring black money from Swiss Bank in elections but end up conducting yoga. They promise ‘corruption free’ governance but end up campaigning for sanitation”. 

In a light mood, Kejriwal said he will surely bring black money from abroad if he reaches Parliament. 
“If we produce all the monetary information about an individual or company, he will never escape the tax net. No one can save him,” added the Chief Minister, claiming his expertise in the field for being a former <g data-gr-id="53">tax-man</g>. 

On the amount of black money in the Delhi market, Kejriwal said: “The amount is so huge that all the expectations of Delhi can be fulfilled.”  The Chief Minister, however, did not give any concrete data on <g data-gr-id="64">amount</g> of black money in Delhi. The existence of black money in Delhi, however, is not an alien concept and is widely used in real estate, education and elections. 

The Chief Minister also emphasised that the budget is unique in the sense as it has been drafted after consulting the people of Delhi. 

“Development is done by the people and the job of the government is just to create a favourable environment. We will provide seven <g data-gr-id="67">basis</g> facilities — power, water, roads, sewage system, drainage system, sewage treatment plant in all the 29 industrial areas of Delhi. The industrial units are shutting <g data-gr-id="74">down</g> but soon industrialists will rush to set up their units in these areas as we shall end license Raj,” proclaimed Kejriwal. He also reiterated his commitment for ‘ease of doing business’ with honesty. 

The government allocated Rs 9,836 crore for the education sector out of which Rs 4,570 crore was given under the plan outlay, an increase of around 106 <g data-gr-id="54">per cent</g> over the last budget. 

“This (increase) is probably a first in the country which indicates our commitment to the cause of education. For <g data-gr-id="51">us</g> it is not expenditure but investment,” Sisodia said. 

“The education is of utmost priority to this government. We believe that education is the first step towards development and prosperity of society,” said the education minister. In the financial year 2015-16, as many as 50 schools will be developed as Model Schools with modern facilities and infrastructure. Subsequently, all schools will become Model schools. We will extend them to all the Delhi government schools. 

The Delhi government has set aside Rs 50 crore for its ambitious project to provide wi-fi services in all colleges and rural areas in the national Capital. Deputy Chief Minister Manish Sisodia said the government has held substantial rounds of discussions and consultations with experts and many models have been thoroughly analysed. 

“It has been identified in our interactions whether with the youth, traders, students, housewives or farmers in rural areas, that wi-fi is a fundamental necessity. In the <g data-gr-id="71">run up</g> to the elections, we had promised the availability of free wi-fi to the citizens of Delhi,” Sisodia said. “Reducing pollution in river Yamuna and its rejuvenation is one of the priorities of our government. A major project costing Rs 3,656 crore has been prepared to provide sewerage services in uncovered areas and to prevent <g data-gr-id="76">flow</g> of wastewater in Najafgarh and Supplementary drains,” Sisodia said in his budget speech.
