The authority said that the complex is being taken up because the use of land of the area is commercial and commercial plots marked as per the earlier planning could not be disposed of. The project, as per the proposal, envisions a transformative role for the area, and it is expected that the creation of a city level destination near a beautiful lake will enhance the local economy and help catalyse upgradation of the area and eventually restore a sense of safety and social pride in the larger Trilokpuri and Kalyanpuri vicinity.
As per reports, the overall project will be on 10.26 hectares of land and will be developed in partnership with NBCC. It will have mixed development like old age homes, recreational facilities, sports facilities, residential facilities, commercial facilities, etc and all development will be done in a manner so that the area becomes vibrant and is safe from all aspects.
The DDA also modified development control norms based on the requirement of more plots for educational facilities informing that it had been proposed by the authority that the planning norms and standards for educational facilities be improved to provide facilities to increased number of students. It had also been proposed that the plot area in case of primary school be reduced from 0.2 - 0.4 hectare to 0.2 hectare only and for senior secondary school, it be reduced from 0.6 - 0.8 hectare to 0.4 hectare.
Apart from this, fixation of Reserve Price in respect of Commercial Plots in DDA for the purpose of auctioning was also announced. The officials said that over the last two to to five years, DDA has not been able to dispose off most of its commercial plots. As per feedback, the disposal is hindered due to the high reserve price fixed by DDA. The reserve price for auctioning the DDA properties is fixed by a Price Fixation Committee headed by the Commissioner (Land Disposal) and comprises members from Planning, Finance and Management Wings.
The recommendations of the Committee are approved by the finance member and vice-chairman, DDA. The Committee fixes the reserve prices on the average auction rate of the last auctioned rate, updated by 12.5 per cent every year. This had resulted in a very exorbitant price of property resulting in non-disposal of the same.
