The Delhi high court has granted two weeks time to the Delhi government, which had sought the time, for framing guidelines to determine new tariff. The new guideline would enable Delhi Regulatory Regulatory Commission (DERC) to determine new tariff.
During the hearing of a petition filed by social activist Chand Jain, Delhi government counsel Najmi Waziri told the court that the process of framing the guidelines to determine electricity tariff by bidding process was underway.
A bench of Chief Justice D Murugesan and Justice V K Jain granted the time to the government’s plea and posted the matter for hearing on 10 April.
Jain had sought a direction to the city government to frame guidelines to determine electricity tariff by bidding process. It has also sought a direction to the government and others to stop recovery of incorrect bills issued to consumers.
The petition alleged that one of the electricity distribution companies, BSES Yamuna Power Ltd, was issuing incorrect and inflated bills and consumers were being compelled pay the amount. It said that some meters, installed by the discom, run fast and give unreasonable readings, and the discom has started raising bills without verifying the defective meters.
Petitioner’s counsel Sugriv Dubey alleged that the private discom arbitrarily disconnects power supply in the event of non-payment of bills without looking into the the grievances of consumers.
‘They issue false and fabricated bills for very heavy amount and compell the consumer to settle it on half the amount bill... The electricity meters were not up to the standards.’
Earlier, the court had issued notices to the Central Electricity Regulatory Commission, BSES Yamuna Power Ltd and Delhi Electricity Regulatory Commission on the plea.
