The officers of the health deparment of North Delhi Municipal Coporation [NDMC] are reportedly planning to get the approval of the house for the illegal merger of World Bank funded Indian Population Project [IPP-VIII], even while an enquiry is pending with the vigilence department.
According to sources, the officers who were responsible for overuling the decision of Standing Committee of MCD to merge the project with Maternity & Child Welfare [MCW] deparment are planning to get the approval of the house by putting the matter ‘on table’ in the next house meeting.
Millennium Post had exposed the scandal on 16 August 2012. After which, the matter was raised in the meeting of the Standing Committee of NDMC on the same day by former Standing Commitee chairman of MCD and leader of opposition in NDMC, Mukesh Goel, who demaned immediate action against the officers responsible for the overruling the decision of the Standing Committee.
Vijay Prakash Pandey, Dy Chairman of Standing Committee of NDMC, who had headed the three-member Standing Comittee of MCD constituted to look into the matter of merger, also demanded strict action against the officers for overruling the decision of the most powerful decision making committee of the MCD. The sub-committee on 14 September, 2011 had ‘referred back’ the proposal of merger.
In the same meeting of Standing Committee of NDMC on 16 August, 2012, an inquiry was ordered and Additional Commissiner of NDMC Deepak Hastir was appointed as inquiry officer to submit the report in the next meeting of the Standing Committee but the report never came. The matter was again raised in the meeting of the standing committee of NDMC on 25 September 2011. The commissioner of NDMC referred the matter to vigilance deparment where the enquiry is still pending.
