Kumar had allegedly given a Rs 20-lakh contract to his jail inmate Shaukat Pasha, who hired two criminals, including a sharp-shooter, to eliminate Haryana-based businessman, Tikka Hassan Mustafa. Kumar was caught after Pasha revealed his plan to the police.

Earlier, the Delhi High Court had convicted Kumar in JBT scam and awarded him 10 years’ jail. Former Haryana Chief Minister Om Prakash Chautala, his son Ajay Chautala and over 50 others were also convicted in the case. The officer was seen as a whistleblower when he complained against the Chautalas, but was later implicated in the scam.

Recently, Kumar had managed to obtain bail on medical grounds. But he allegedly came out of jail to eliminate his associate with whom he had a property dispute.

While in Tihar Jail, Kumar came in contact with Pasha, undergoing life sentence, and discussed the plan of eliminating his associate Tikka Hassan Mustafa. Pasha conveyed the message to one Taufiq, who ganged up with his associates – Asad and Aftab – to commit the murder.

Pasha told the police that Kumar had asked them to stage a drama, in which Kumar allegedly faked an injury to get bail on medical grounds and started pursuing the plan.

“Kumar asked us to stage a drama of getting himself injured during the shootout and later, he would put the entire blame of the incident on the Chautala family, with whom Kumar has estranged relations since he was claimed to be a whistleblower in the JBT recruitment scam,” Pasha told the police.

“Sanjiv Kumar was arrested, along with Pasha and two of his sharp-shooters – Manna and Taufiq – with weapons,” Ravindra Yadav, Joint Commissioner of Police (crime branch) said.

Taufiq was apprehended from IT Gate Nizamuddin, while Kumar was caught from the New Friends Colony area. He has confessed to the crime and has been booked under various sections of the IPC.
