Compensation of One Crore to Martyr’s

The scheme is continued in the new government with widened scope to include personnel of civil defense, marshals deployed in the buses of Delhi. 

In a first the Delhi Chief Minister Arvind Kejriwal announced Rs 1 crore compensation for the wife of a Delhi Police constable killed in an encounter with liquor mafia. “The Delhi government, honouring your husband’s martyrdom, is offering you Rs one crore as a mark of respect.

The Delhi government and I are determined to help you and your family in every possible way,” said Kejriwal on December 30, 2013 announcing the compensation for the  person who lost his life while chasing the liquor mafia a week back. Constable Vinod Kumar was beaten to death, allegedly by bootleggers in Ghitorni village of south Delhi during a raid. 

The 48-year-old cop was on deputation with the Excise Department of the Delhi government. The assailants attacked his team with hockey sticks and sharp weapons. Another cop was badly injured.

The Chief Minister was pained with suffering of the families of the martyrs and included this initiative as a policy in the election manefesto of his party for Delhi Assembly Election 2015.  After AAP elected into the power and Kejriwal against became the Chief Minster, he implemented it as policy decision of the government. Announcing the decision, Deputy Chief Minister Manish Sisodia said that the compensation policy will also cover the families of uniformed personnel killed on duty outside Delhi, but whose families reside in the national capital. 

The cabinet decision makes Delhi the state awarding highest compensation to the families of uniformed personnel residing in Delhi who lose their lives while performing dangerous duties to safeguard the lives and properties of citizens. 

A jawan of Central Reserve Police Force (CRPF)-Jawan Narottam Das, who was killed in a Maoist attack in Bihar, became the first beneficiary of this policy. Kejriwal along with deputy chief minister Manish Sisodia attended the cremation of Narottam at his village in Najafgarh and assured his wife of all support, including a job. 

Narottam lost his life in a landmine blast at Gaya district of Bihar by suspected Maoists on February 24. After meeting the bereaved family members, the chief minister announced the compensation of Rs one crore for the family of the martyr jawan. Later, in April 2015 the implementation of this decision is the fulfillment of an election promise by the government. The cabinet approved a policy to make the families of personnel of Delhi Police, armed forces, paramilitary forces and other uniformed forces losing their lives in the line of duty, eligible for the compensation.

In December, 2015 Delhi government announced grant of Rs 1 crore as compensation to the family of the policeman Ram Kumar who was killed in a firing incident at a court in Delhi when a rival gang attacked an accused while he was being produced in the court.  Head Constable Ram Kumar took bullets in his head and chest and collapsed in the premises of the Karkardooma court when the gunmen fired at Irfan, who was their target.
