A delegation of the Central Secretariat Services Forum, led by its convenor DN Sahoo, met Union Minister of State Personnel Jitendra Singh and thanked him for addressing their grievances in the past one year. The delegation expressed the hope that the Minister would also find a way out to overcome the anomaly in services, which has been adversely affecting them for several years.

The delegation members also handed over a memorandum to the minister. Singh has assured them to address their grievances and observed that the Department of Personnel and Training (DoPT) had, on his instructions, sent a favourable proposal in support of their demands. However, Singh said there are certain technical queries from the Union Finance Ministry, which are in the process of being replied. Singh said Prime Minister Narendra Modi pledged for “maximum governance, minimum government” and adopted several radical measures to simplify governance and provide a comfortable and work-friendly environment to officials. According to the Central Secretariat Service rules, promotion from Under Secretary to Deputy Secretary, for example, requires only five years of approved service in a total of 30 years’ period, but the irony is that several employees who have already put in 20-22 years of service are still awaiting promotion.
