AIIMS committee finds irregularities in purchase of surgical equipment

The committee found that purchases worth Rs 23,30,070 were made by the department in divided quantities from 26 September to 6 December, 2013.

The four-member committee which was formed in February this year, in its report said that ‘This is gross violation of the of Rule 148 of general financial rules. The department has flouted the rules by splitting orders and avoided sanction/concurrence of higher authorities/finance division.’

It further stated that the members favoured two particular companies while procuring the equipment — HS Enterprises and Overseas Associates.

During the period, HS Enterprises got 11 supply orders while Overseas Associates got six orders for purchase of surgical open instruments. The committee also noticed that the store procured a large number of items worth Rs 60 lakh from 2009-2012, which have been lying unused even after two to four years. Some of these items have gone beyond their expiry date.

‘I was the head of department until 14 October. There is no substance in what is indicated in the report,’ said MC Mishra, who became AIIMS director in October 2013.
