With the government in mood to give relief to all unauthorised constructions in the city, the contentious issue of legalising the three affluent unauthorised colonies of Anant Ram Dairy in RK Puram, Mahendru Enclave in north Delhi and Sainik Farms in south Delhi, which had been hanging fire for long, may also get resolved.
The Delhi government recently submitted a proposal to the union urban development ministry asking them to regularise these colonies and in lieu charge from residents of these colonies development fee for laying sewers and other civic amenities.
According to sources, in the proposal Delhi government had asked Centre to take one final decision about these posh colonies including the levy.
A senior official from Revenue department said, ‘Delhi government wants to regularise these colonies as the matter is pending for a long time.’
Sources said that amnesty to these posh colonies would come only at a hefty price and residents in affluent colonies opting for regularisation will be heavily fined.
While affluent colonies on privately owned land would qualify easily, Delhi government would take a call on colonies located on government land after discussion with the union urban ministry.
Officials said that Delhi government had discussed the KK Mathur committee report on the scheme in affluent colonies recently and agreed on most points in the report.
The Mathur committee was constituted in 2006 to look into the various aspects pertaining to farm houses and unauthorised colonies inhabited by affluent sections of society. The committee recommended regularisation of all affluent unauthorised colonies but with heavy penalties.
Recently, chief minister Sheila Dikshit, who had pushed hard to regularise colonies after the electoral debacle of Congress in municipal polls held in April. The government took “historical decision” to regularise 895 colonies out of 1,639 such settlements which were provided provisional regularisation certificates.
