Stop recruitment of daily wagers or face action: Govt to depts

They have been asked to assess the work being done by regular employees for output and productivity so that the work of casual employees could be given to them.

The move comes after it was observed that in spite of strict guidelines on engagement of casual labour, various ministries continued to engage casual workers for work of regular nature against the government's policies. "It is, therefore, reiterated that all ministries or departments may ensure strict compliance of the guidelines on engagement of casual labourers. 

"Negligence in the matter of implementing these guidelines should be viewed seriously and brought to the notice of the appropriate authorities for taking prompt and suitable action against the defaulters," the Department of Personnel and Training (DoPT) said in a directive issued to secretaries of all central government ministries.

 "The departments may also review the norms of staff for regular work and take steps to get them revised. If considered necessary," DoPT said, referring to its earlier instructions issued on the matter. In a related development, the central government has proposed to give one-day paid off to a casual worker in a week.

The development comes following an order by Central Administrative Tribunal. As per the instructions, the offices observing a five-day week are required to work a minimum of 40 hours per week.

 "Therefore, the casual labourers working in such offices may be allowed one paid weekly off provided they have worked for 40 hours in the said week," as per the proposed rules. All concerned have been asked to give their feedback on this proposed change to the DoPT in the next four days i.e. by June 18.
