Rs 2,000-crore Nirbhaya fund lying idle!

The indifference is evident from the fact that the entire corpus of Rs 2,000 crore allocated for Nirbhaya fund is lying idle for two years.

“We have not received even a single rupee from Nirbhaya fund. So there is no question of utilising it,” said Robin Hibu, Joint CP of Delhi Police. The women and child department of the Delhi government also does not have any clue about the fund as it has not been transferred in the state’s account and lies with the Union Ministry of Women and Child Development.

“There is no utilisation of the fund as it never reached our account,” said a senior officer of Women and Child department of Delhi government. The fund was created in the budget of 2013-14 by putting a corpus of Rs 1,000 crore which was to be utilised for security of women by setting up distress centres, increasing security, installing CCTV cameras to enhance surveillance and the like.

Another Rs 1,000 crore were added to the corpus in 2014-15 budget by the UPA government.

“It shows the BJP government is not willing to release the money and they may abolish the fund,” alleged Dharmavira Gandhi, MP of Aam Aadmi Party (AAP). He further alleged that the government had not released money for a women’s centre in his constituency in Punjab. “The government proposed to set up 50 centres to help women in distress but the money has not been released so far for a centre we had proposed in Punjab and had already got land for it,” he said.

In a reply to an application filed under RTI in June this year, the Central government had accepted that not even a single rupee was utilised. Meenakshi Lekhi, BJP MP from New Delhi also admitted that the fund is lying unutilised so far. “If the government is not finding any way, they must start night hour taxis from this fund in which maximum possible trained women should be deployed,” said
