Residents get ownership in 45 JJ colonies

In a decision which would impact a large section of population, Delhi Cabinet on Monday decided to grant ownership rights to the occupants of 45 jhuggi jhopri [JJ] resettlement colonies.

These colonies were developed from 1950s onward by Delhi Development Authority [DDA] to accommodate families who were dislocated due to removal and demolition of JJ clusters.

Around seven lakh families or 30 lakh persons would be benefited in these 45 resettlement colonies. The resettlement colonies are situated in different parts of the city including Sriniwaspuri, Wazirpur, Satya Niketan, Janakpuri Pankha Road and Madangir.

The families were allotted plots varying from 25 to 80 square yards on license basis by DDA.

Sources said that around 2.5 lakh plot holders would be covered in this scheme.

For more than five decades, the residents were facing difficulties to have ownership rights.

Sources from urban development department said, ‘If ownership of lands is established, illegal transfer or renting of the jhuggies located on such lands will be discouraged and the land mafia would not be able to play their unsavoury role’.

Cabinet has decided that only 5 per cent of the circle rate would be charged from the original allottees whereas 30 per cent of the circle rate would be charged from occupants based on sale of the allotted plots and residing prior to 31 March 2007.

Occupants other than tenants residing prior to 31 December 2011 are to be charged 100 percent of the circle rate for this purpose.

The Delhi government continues to face the problem of mushrooming growth of JJ clusters on land pockets belonging to various land owning agencies including DDA, MCD, NDMC, Delhi Cantonment Board, Railways, Government Departments, CPWD, Departments of Delhi government and other autonomous organisations.

Approximately three lakh fresh migrants come into Delhi every year in search of gainful employment opportunities and stay in JJ colonies. Delhi started witnessing the problem of jhuggi jhopri from 1960 onwards.
