Regularisation to pick up speed

Delhi government on Monday announced that in the first installment, 900 out of the list of 1,639 unauthorised colonies would be regularised by August this year. A high level meeting to expedite regularisation of unauthorised colonies was convened by chief minister Sheila Dikshit on Monday, which was attended by PWD minister RK Chauhan, Delhi Urban Development and Revenue Minister AK Walia, Social Welfare Minister Kiran Walia, around 15 MLAs and other officials.

After the meeting, talking to Millennium Post, AK Walia said, ‘We will take up 900 colonies immediately and we hope that by August, these colonies would be regularised. We would also request deputy commissioners to give
khasra
numbers that were not de-notified’.

Sources said, in the meeting, Dikshit clearly stated that she will go to the highest authorities to get the things done quickly.

After Congress’ defeat in the municipal polls in April, Dikshit had asked all departments concerned to expedite the regularisation process.

Lack of developmental work in unauthorised colonies, which were traditional Congress strongholds, was identified as a major reason for the party’s defeat in the municipal polls.

Delhi government had issued provisional regularisation certificates to over 1,200 unauthorised colonies ahead of assembly polls in 2008. The then Dikshit-led government, while distributing the certificates, had promised to regularise the colonies if Congress came to power for the third term.

However, not a single colony has been regularised so far. The process slowed down considerably last year following allegations that some ‘non-existent’ as well as ‘ineligible’ colonies were given provisional regularisation certificates flouting norms.

Dikshit also said there is no point in demolition of properties in unauthorised colonies even if ASI and Forest Department says that the colonies were built on their land.

After regularisation, the residents will become absolute owners of their properties. Further, they would be able to legally sell and buy such properties without any hitch and would be able to avail facilities of loan against their properties.
