Principal issues SLC to ailing student, parent forced to sign

In a shocking incident, a 14-year-old student who was suffering from Pott’s spine (extra-pulmonary Tuberculosis in spinal vertebrate) was forcibly issued a School-Leaving Certificate (SLC) by a government co-ed senior secondary school in Uttam Nagar. The student’s parents were also forced to sign an application for issuing the SLC.

“While studying in the school, he fell ill and was referred to AIIMS for treatment. Despite the fact that his condition was not favourable, he continued to attend school till the end of November 2014. Thereafter, he became immobile and could not attend school any further. He was advised an immediate surgery by AIIMS,” said Ashok Aggarwal, president of All India Parents’ Association.

He further said that for his surgery, he was asked to deposit a certain sum of money which his father could not afford. Therefore, his father approached Delhi Health Services for financial assistance but the application for the same got stuck in procedural hurdles.

A petition was filed in the same regard whose judgment was out on December 24, 2014.

“The principal asked us to sign an application and said if we don’t do it, she would rusticate my child from the school. So, my wife signed the application. Later, we came to know it was SLC application. We were kept in the dark,” said the parent of the student.

“While the entire family was struggling to secure medical treatment for him, the school principal in the meanwhile, called the student’s mother and forced her to sign an application for issuance of an SLC, despite having knowledge of the reason behind the student’s absence from school. This happened when neither the student nor his family was interested in obtaining an SLC,” added Aggarwal.

“We demand immediate cancellation of the SLC and allow the affected student to continue with his studies in the above-said school and take immediate action against the principal, who has issued the said SLC in violation of all the standards and norms,” said Ashok.
