Pawan Hans facing financial trouble

Among the debtors, majority of them are government of India owned undertakings as well as those of the states. The operator is said to be facing a financial crisis and is finding it difficult to manage its day-to-day affairs.

According to the RTI reply of Aseem Takyar, PHHL disclosed a list in which 25 debtors were shown (till 30 June, 2014). Among them, government of Arunachal Pradesh tops the list with a whopping Rs 4896.2 lakh, while ONGC is second with Rs 3565.13 lakh, Lakshadweep Rs 2780.93 lakh, Andaman & Nicobar administration Rs 2738.34 lakh.

The other debtors include GSPC Rs 121.25 lakh, British Gas Exploration Rs 292.39 lakh, Maharashtra Rajya Police Rs 1538.17 lakh, ministry of finance Rs 102 lakh, government of Odisha Rs 924.56 lakh, government of Himachal Pradesh Rs 1005.42 lakh, IIT Kanpur Rs 4.08 lakh, GAIL Rs 121.32 lakh, HAL-DHRUV Rs 1241.94 lakh, BSF-DHRUV Rs 1217.02 lakh, ONGC-(VT-HAN) Rs 93.07 lakh, NTPC Rs 559.62 lakh, government of Uttarakhand Rs 93.94 lakh, government of Bihar Rs 790.81 lakh, Power Gird Corporation Ltd Rs 11.5 lakh, government of Jharkhand Rs 182.75 lakh, BSF Srinagar Rs 1.42 lakh, BSF Jodhpur Rs 9.54 lakh, government of Meghalaya Rs 2740.11 lakh, government of Mizoram Rs 1231.9 lakh, ministry of home Guwahati Rs 864.58 lakh, government of Sikkim Rs 1083.02 lakh, government of Tripura Rs 1251.34 lakh, OIL Guwahati Rs 3.88 lakh, government of West Bengal Rs 378.46 lakh, BRO Itanagar Rs 582.46 lakh, others Rs 236.37 lakh.

‘PHHL has to recover over Rs 300 crores, and most of the sundry debtors are government of India owned undertakings and state governments and it is difficult to understand that if such a huge amount is pending since 2012, how is the company managing its day-to-day finances,’ said RTI activist Aseem. The RTI further disclosed that the amount of Rs 279 crore, as on 31 March, 2014, had further increased to Rs 306 crore by the end of June, 2014. ‘It is also observed that the huge outstandings were due to lack of timely and vigorous follow-up by the management with the debtors as there was no system in place for timely recovery of debts,’ said Takyar.
