MP writes to Scindia about rampant corruption in DVC

Member of Parliament Sushil Kumar Singh has written to the union minister of state for power Jyotiraditya Scindia complaining about rampant corruption and dictatorial functioning in Damodar Valley Corporation (DVC) under the chairmanship of RN Sen.

Demanding removal of Sen and an impartial inquiry from independent agency, Singh alleged in the letter that Sen enjoys support of officials of Power Ministry.

On 11 July Millennium-Post had reported that the Central Vigilance Commission (CVC) has received several complaints against the DVC chairman RN Sen in connection with technical and financial irregularities in the public sector undertaking. A vigilance report sent to the Ministry of Power in 2012 against Sen had even found some allegations ‘true’.

In the letter written on 7 August Lok Sabha MP from Bihar SK Singh has alleged that it is Sen’s strategy to issue only verbal instructions to all concerned officials to avoid any detection. 'Surprisingly, Sen has directed CVO to issue circular stating that any deliberation, discussion in any meeting with the chairman should not be referred as 'directed as discussed' to keep himself safe from any wrong doings,' the letter alleges.

As may as 23 such cases have been pointed out by Singh in which work was done on verbal instructions. Some of them are even being looked into the Central Vigilance Commission CVC as reported by this paper in July.

Singh has further alleged, ‘Sen manages various ministry officials, state government officials by obliging them and other persons at DVC’s cost. For instance he appointed Sunil Mitra, ex revenue secretary at monthly cost of Rs 30,000 without any work aslong with business class air fare and hotel expenses,’ he alleges.

In one the such cases wherein engagement of M/s NBCC as an implementing agency for executing the work amounting against the guidelines was questioned by Singh during March 2013 parliament session, the ministry of power replied, ‘In preliminary investigations, it was prima facie observed that works assigned to M/s NBCC were in deviation of CVC guidelines. The detailed investigation is underway.’
