Ministry issued fake certificate to open medical college in Jind!

The incident has jolted the health ministry as everybody is keeping mum over who actually issued the LoP. It is now matter of probe whether it was a desk job or command performance.

According to sources, on 3 June, the Medical Council of India (MCI) at its Executive Committee (EC) meeting chaired by its president Dr Jayshreeben Mehta and vice-president Dr CV Bhirmanandham during their assessment to allow GHRC to run a medical college or not, found that the hospital did not meet the basic criteria and lacked essential facilities to do that.

The MCI submitted its report mentioning that only one patient was admitted in casualty on the day of assessment, and there was no past record available. In addition, no emergency operations were performed on the day of assessment, OT’s resuscitation equipment was found to be inadequate, infusion pumps and syringe pumps were not available, and there were no central oxygen and suction services present in the ICU. Moreover, birth registers were not available and even the blood bank was not functional.

On the basis of their assessment, the MCI decided to return the application recommending disapproval of the plea for establishment of a new medical college on the GHRC campus.

Surprisingly, a month later, the Gangaputra Society received an LoP from union health ministry signed by undersecretary Amit Biswas allowing them to run a medical college. Subsequently, the society officials got in touch with the health ministry.

While the papers were being processed, it was discovered that the LoP issued was forged. However, the health ministry issued a letter on 21 August claiming the earlier letter was forged and that no approval had been given. ‘This is a case of forgery and needs to be investigated. The state (Haryana) government is requested to file immediate complaint with the law enforcement agency for strict action as per law,’ the health ministry letter said.
