Prepare work proposals under MLALADS: Delhi govt asks executing agencies

New Delhi: The Delhi government has issued guidelines to all executing agencies to prepare work estimates and proposals to be carried out under the MLA Local Area Development Scheme in the national capital.

The urban development department, mandated to implement the scheme, has asked the agencies, including municipal bodies, irrigation and flood control department and PWD, to adhere to the guidelines to avoid delay in examination of proposals.

The move came nearly two months after the Delhi Assembly adopted a resolution asking the government to formulate "strict guidelines" to execute works with MLALADS funds.

The April resolution had stated that there have been complaints from legislators that MCDs "intentionally" delay projects under the scheme.

The urban development department has asked the executing agencies to submit estimates of proposals as a covering letter with the approval of the completing authority along with a recommendation letter of the respective MLA.

In Delhi, an MLA gets Rs four crore in a year to execute various works in his or her constituency.

"The executive agency should prepare separate estimates for each work. The registration number of the colony should be mentioned in the check-list if the proposed work is in unauthorised colonies," an official said.

The guidelines stated that all pages of work estimates, abstract of cost/details of measurement along with location and layout plan, check list and format of the proposal should be duly filled and signed by the competent authority/executing engineer of the agency concerned with stamp and telephone number.

"The executing agency should specifically mention the serial number of the list of permissible items of works or orders issued by UD department under MLALAD Scheme under which the proposed work is covered," the guidelines stated.

It also stated that a certificate will be given that estimate has been approved by the concerned competent authority with name and designation of the approving authority.

Tabling the resolution in the assembly, AAP MLA Sourabh Bharadwaj had said that the request and process of allocation of funds to an executing agency should not take more than 14 working days.
