New Delhi: All India ESIC Officers Federation appreciates the latest initiatives undertaken by ESI Corporation. The prime function of the Corporation is to extend up to mark delivery of benefits/medical services through its large network of Hospitals/Dispensaries/Regional Offices/Branch Offices across the country. Accordingly, the initiatives of the ESIC management to improve health delivery through optimum utilization of Medical workforce are laudable and is in tune with 'Minimum Government Maximum Governance'.
ESIC is having the post of Regional Directors as head of the Region/State who acts as Insurer and is responsible for delivering of al benefits to the stakeholders i.e. Employers and Insured Persons(Workers). The ESI(General) Regulation, 1950 vide Regulation 2-sf mandates the appointment of Regional Directors as "a person appointed by the Corporation as such for a specified region" Regional Director liaions with the State Government and is also ex-officio Secretary of Regional Board which is the highest body in the state for reviewing the performance of the ESI scheme in the State and recommends for requisite policy changes to the Corporation.
Accordingly, Regional Director's position as head of State function is justified.
The steps taken to merge the function of SSMC with the office of the Regional Director is positive steps towards bringing Uniformity of Command in the Region/State.
