In September 2014, a case was registered at the Kalkaji police station against Amit Kumar Gupta (40), a resident of Vasant Vihar, after which the case was transferred to the Economic Offences Wing for investigation.

According to the police, the complaint alleged that the accused company-- Shree Shyam Pulp & Board Mill Ltd had obtained a factor facility of Rs 15 Crore from IFCI. “The accused company submitted forged bill receipts and invoices and cheated the financial institution of Rs 15 Crore,” the official said.

Investigation into the matter revealed that the company owned by Gupta is involved in the business of manufacturing paper with his factory in Rudrapur, Uttarakhand. It also revealed that during the year 2013, the accused company had obtained Factor Facility of Rs 15 Crores from IFCI. For this purpose they produced forged and fabricated invoices in the name of Gujarat State Board of School Textbooks and Rahul Marketing Co Pvt Ltd. It is important to mention that Gujarat State Board of School Textbooks comes under the Education Department of Gujarat Government.

During investigation, it was further revealed that Gujarat State Board of School Textbook had never issued any order for the supply of papers to Shree Shyam Pulp & Board Mills Ltd and they never received any shipment from the accused company.

“The transport company, through which the shipments were claimed to have been delivered, does not exist at its given address. It was also established that the other company – Rahul Marketing Co Pvt. Ltd in whose name, the invoices were raised does not exist at the provided address. The investigation conducted so far, established that this was a well-planned game by the accused company, through which they had succeeded in cheating the hard-earned money of tax payers worth Rs 15 Crore,” Mangesh Kashyap, Deputy Commissioner of Police (EOW) said.
